Diagnose and Investigate Health Problems
- Plans, investigates, and responds to public health emergencies
- Gathers, analyzes, and investigates data regarding actual or potential threats to human health (communicable diseases, chronic diseases, injuries, etc.)
- Recommends individual and community level control measures
Inform and Educate
- Develops, coordinates, and implements health education and health promotion activities
- Supports health and at-risk communication activities

Mobilize Communities to Address Health Problems
- Establishes partnerships with community members to address community health needs
- Evaluate Health Services
- Evaluates the effectiveness, accessibility, and quality of health services and progresses
- towards program goals
Link People to Needed Health Services
- Provides targeted health services (e.g. for TB, STD, HIV, and other public health conditions)
- Serves as a consultant regarding available resources in the community
